Growing civilian risks in Ukraine as drones reshape the battlefield

The landscape of warfare in Ukraine has drastically evolved, posing increased risks to civilians as drones play a pivotal role in the conflict, according to Paul Heslop, Chief Mine Action Adviser at the UN Development Programme (UNDP) in Ukraine.

In a recent interview with UN News, Heslop highlighted the significant shift in the battlefield dynamics. Unlike earlier stages of Russia's invasion, where combat was confined to fixed trench lines, drones now surveil vast territories, rapidly detecting movements and guiding artillery strikes or deploying explosives themselves.

This shift has led to a more perilous environment, with survival becoming increasingly uncertain. Heslop noted a concerning reversal in casualty rates on the battlefield, where approximately three out of four individuals engaged in combat are now being killed, as opposed to the typical ratio of one fatality for every three wounded.

The utilization of drones not only impacts combat outcomes but also alters the aftermath of attacks, with these aerial vehicles delivering a range of conventional weapons with enhanced precision. Some drones disperse submunitions that detonate upon impact, while others remain dormant until triggered, posing grave risks to civilians who inadvertently encounter them.

Heslop emphasized the urgent need for Ukrainian bomb disposal teams, emergency responders, and humanitarian organizations to continuously adapt to these evolving threats. International experts are collaborating with local authorities and organizations to devise innovative approaches for safely clearing explosive hazards.

For many Ukrainians residing far from the frontlines, drones have become a constant presence in their daily lives, disrupting routines with air raid sirens and necessitating swift shelter-seeking responses. Despite the persistent threat, Heslop commended the remarkable resilience displayed by Ukrainian civilians in the face of adversity, recounting incidents where communities efficiently handled drone-related emergencies.

Looking towards the future, Heslop expressed optimism about the potential of technologies being developed in Ukraine, such as artificial intelligence, advanced sensors, and robotics, to revolutionize humanitarian demining efforts globally. By leveraging improved technology and data-driven strategies, humanitarian teams aim to enhance resource utilization, expedite the clearance of explosive hazards, and facilitate quicker recovery for affected communities.
